Add PAGoDA specific user_confi

Add bunch of files to define the PAGoDA template:

-  Add worflow configuration files (editorconfig, yamllint, pyproject, etc.)
-  Add MIT license
-  Add python dependencies (pinned and not pinned)
-  Add base documentation
