Add NeRFCapture as another means of acquiring a dataset

Can also pass datasets, network configs, or snapshots as positional arguments now.

Not having the "lib" folder in PATH results in some cryptic errors about missing DLLs.

They seem to need a leading slash to resolve properly, otherwise they are linking to files inside the `docs` directory.
