Add bunch of files to define the PAGoDA template:

- 🔧 Add worflow configuration files (editorconfig, yamllint, pyproject, etc.)
- 📄 Add MIT license
- ➕ Add python dependencies (pinned and not pinned)
- 📝 Add base documentation
